Liza vanished on save/resume

After Saginaw, Liza spawned on the adjacent hex. I did a save+quit and then resume (auto-save feature off, game version 1.14). Same turn, but Liza was gone. I explored around a bit towards the southeast but did not see her. Bug?

I have had the same with King Eliaz (spelling?).

Spotted him in the wild 2 hexes away, saved, reloaded - Eliaz was gone, hex was empty.
