Scavenge (Encounter) problem

Alright alright, I give up, I've been looking at this for awhile now and I just can't figure it out, I've compared my entries to other mods and the original games files, but I just can't figure it out everything I try ends with the same result, maybe I'm just over looking something that's staring me in the face. Anyway. I'm working on a new building that will pop up in urban areas when scavenging. I have it working that it will show up when I scavenge urban hex tiles, but every time I try to choose the new building to scavenge I keep getting the response "You decide not to try scavenging for now." (or encounter 101 'stop scavenging') - I do have added "RZU:103.2=RZU:12x1x0x0x0" to the "Scavenging a hex" encounter. Here's the code for those as well:
