"key fob" What to do with it? *minor spoiler*

I killed the bluefrog queen and looted her body. She had an item called "key fob" and a smartphone with some information on it which I cannot hack because I don't have the skill.

I read a comment on the wiki that the Bluefrog king have this items also and in his phone there is an address to "a place called "Clearbone Valley" about 6 tiles east and 5 tiles south of Saginaw Mental Institution."
I have not found this place, looked in the surroundings of the coordinates written on wiki and found nothing..

What is this place and what to do with the "key fob"?
