BUG: Can go negative moves on first scavenge

Hit an interesting scenario on my last game.  When you move onto your first scavenge site you have no choice but to scavenge.  I used my last move to move onto the square, i was forced to scavenge and ended the move with -1 moves.  Not exactly gamebreaking but I thought I'd mention it.Also, a suggestion but perhaps on the first scavenge make it so that you cannot spawn an enemy.  Being forced to scavenge on the first site, and a suicidal enemy finding me was a pretty rude awakening when I was a new player .
